State, federal and trust (The Nature Conservancy) land boundaries available in digital format with minimum mapping units of 40 acres. Land unit polygons attributed with ownership and manager values and assigned a Gap Analysys Program (GAP) management status value of 1-4. Data is in the Michigan GeoRef coordinate system. This data was developed as part of the Michigan GAP analysis project. Information produced by the Michigan GAP program will help provide an overview of the distribution and management of Michigan's wildlife and land cover diversity. The land stewardship component of the GAP project combines the attributes of ownership, management, and a measure of intent to maintain biodiversity in order for land stewards to make informed decisions about their management practices.

At its simplest, a gap analysis is an assessment of the extent to which a protected area system meets protection goals set by a nation or region to represent its biological diversity. Gap analyses can vary from simple exercises based on a spatial comparison of biodiversity with existing protected areas to complex studies that need detailed data gathering and analysis, mapping and use of software decision packages. All gap analyses should consider a range of different “gaps” in a protected area network: Representation gaps: either no representations of a particular species or ecosystem in any protected area, or not enough examples of the species or ecosystem represented to ensure long-term protection. Ecological gaps: while the species or ecosystem occurs in the protected area system, occurrence is either of inadequate ecological condition, or the protected area(s) fail to address species movements or specific ecological conditions needed for long-term survival or ecosystem functioning. Management gaps: protected areas exist but management regimes (management objectives, governance types, or management effectiveness) do not provide full security for particular species or ecosystems given local conditions.

MI TNC shapefile converted to Arc polygon coverage using SHAPEARC and REGIONPOLY. Extraneous fields dropped from attribute table and sliver polygons eliminated. TNC and MI Federal lands coverage attribute tables modified to match one another prior to merging together. Coverages intersected to locate extent of overlapping polygons, no substantial overlaps were located. Coverages merged using MAPJOIN, sliver and small polygons (<=100 sq. m) were eliminated, and polygon topology built.

All national lakeshore boundaries projected into Michigan GeoRef, Isle Royale N.P. created in MGR. Both zones (Shoreline and Inland Buffer) from Pictured Rocks merged together to create a single shapefile for the lakeshore. Fields in national park and national lakeshore attribute tables modified to match one another. All three shapefiles merged together into a single Michigan national parks shapefile.

State ownership shapefile attribute table modified by dropping extraneous fields. Table queried for land units (quarter-quarter sections) containing state surface ownership (Surf_cnt > 0 or Fee_cnt > 0), selected features were converted to a new shapefile. GAP attribute fields added to table for adding record data. DNR facilities shapefile used as overlay in order to populate specific ownership, manager, and unit information where state owned 40 acre polygons intersected facilities polygons. Areas which contained a DNR facilty, but in which no 40 acre state parcels existed (i.e. areas with French claims) were added manually to a temporary shapefile (State_Adds) using boundaries from the DNR Facilities shapefile and checked with Rockford Plats for the areas concerned. State Land and State_Adds shapefiles converted to Arc coverages using SHAPEARC, CLEAN (0.1 tolerance) and REGIONPOLY to build polygon topology. Extraneous fields dropped from both coverages and tables modified to allow merging. Coverages intersected to locate significant overlaps, none found, and then merged together using MAPJOIN. Sliver and small polygons (<= 100 sq. m) were eliminated. Single statewide coverage then clipped along Great Lakes shoreline using MI Outline coverage and sliver polygons eliminated.

MI National Wildlife Refuges projected into Michigan GeoRef and shapefile modified by removing land parcels from Shiawassee NWR which were listed as 'Proposed' but not yet part of the refuge. Shapefiles for all Michigan federal lands (forests, parks, and refuges) merged together into a single federal land shapefile. Federal shapefile then converted to an Arc polygon coverage using SHAPEARC and REGIONPOLY. Extraneous fields in attribute table were dropped.

Modified Federal-TNC Land coverage attribute table to match State Land table. Federal-TNC Land coverage clipped along the northwest Lower Peninsula Great Lakes shoreline (Sleeping Bear Dunes and TNC*269 areas) with modified MI Outline coverage due to excessive overlap into Lake Michigan and which was missed at earlier stages. The INTERSECT Arc command was used to locate areas of overlap between the State Land and Federal-TNC coverages. Since there were a number of overlapping areas, records in the intersect coverage were updated to reflect whether polygons were State inholdings among Federal-TNC land or the reverse case. The intersect coverage was then SPLIT into two coverages to be used with the ERASE Arc command in order to make "holes" in the complimentary coverage for a MAPJOIN to work properly. For instance, the State inholdings intersect coverage was used to ERASE polygons in the Federal-TNC, thereby creating a space for a polygon from the State coverage. Following MAPJOIN of the coverages, topology and the attrubute table were checked for errors or discrepencies. A large number of sliver polygons were eliminated, manually and using the ELIMINATE Arc command, primarily where State and Federal boundaries did not edgematch cleanly. The statewide coverage was clipped into two separate coverages, Upper Peninsula and Lower Peninsula, due to the large number of records.
