      <abstract>This data set represents non-agricultural water use reported to the Michigan Department of Environmental Quality by golf courses, industrial facilities, and thermoelectric power generators in the state that met water pumping capacity thresholds during the 2003 calendar year based on measurements or estimates made by facility personnel. Water use is reported in million gallons per day, and is associated with point data indicating the approximate location of the withdrawal. Water withdrawal data reported under Public Act 399 of 1976, as amended, include information reported through the water supply program at DEQ by all community public water systems that withdraw groundwater. Thermoelectric power generation, industrial/manufacturing, and non-agricultural irrigation facilities with a pumping capacity of more than 70 gallons per minute (100,000 gallons per day averaged over any 30-day period) are required to report to the DEQ under Part 327, P.A. 451 of 1994, as amended. All withdrawals in this data set are defined as groundwater for the purpose of this project. However, some withdrawals reported by non-agricultural irrigators come from combined well and pond sources and include a combination of groundwater and surface water.</abstract>
      <purpose>The non-agricultural water use reporting data is mandated under Great Lakes Charter obligations, and fulfilled by statutory reporting requirements under Part 327 of the Natural Resources and Environmental Protection Act of 1994 (Act 451 of the Public Acts of 1994). </purpose>
