The Manchester Apartment Building is a four-story, brick apartment building built in 1915. The name "Manchester" is in block letters above the entrance located on the front facade between two brick pilasters. Corner blocks at the corners of groupings of windows, brick quoins at the corner of the front facade, and the treatment of the parapet walls above the bracketed cornice with diamond and square patterns are typical of the decade entering into modernism.

The Manchester Apartment Building typifies the moderate scale brick apartment buildings of the early 1900s along East Jefferson Avenue. Built to accommodate middle-class tenants, the building also represents the trend toward the transition of Jefferson Avenue from an upper class residential avenue to a middle class area and later a commercial strip.
